The 2025 hive era produced the incidents the current rules prevent (35-failure 2026-04-30, test-masking reflections); research shows per-context degradation is the compliance killer; sequential author/verifier caught every defect today. Sprints with 3+ independent same-shaped units now PROPOSE swarm in the triage verdict - activation stays explicit.
